Mark Dumond: Ownership and Privacy - Overarching Issues

Q1-2: Home energy usage data should belong to the consumer. Again, privacy is a great concern to many individuals, and treating consumer data as a utility or third party owned commodity could significantly hinder consumer uptake of the smart grid enabled services. Using a consumer controlled EMS as the primary gateway ensures that the consumer will have full control over the data. This will ensure consumer confidence in the security and privacy of such systems.

Individuals and their authorized third party service providers (or Utility Company) should have the right to access the energy usage data directly from the meter. This will allow consumers to choose form third party service providers and their own device based solutions, such as an EMS, allowing the market forces to decide what the best monitoring and control systems are.

Q3: If a smart meter is the primary gateway it could be difficult for some consumers and third party providers to easily access real time data. Many smart meters may not be capable of intelligently monitoring and controlling legacy appliances in the home. This is both out of concern for consumer privacy and the difficulties involved in integrating legacy devices. Using a customer owned EMS as the gateway will provide additional security, functionality, and portability to different providers, making it a far easier way for customers to access their energy usage data.
