Mark Dunger: Consumers Own and Authorize

Q1-2: The consumer should own the energy usage data, and authorized third-party service providers should have the right to access the data. The provision of any data to a third party service provider should be controlled by the consumer (for example, the consumer may allow the utility access to all forms of energy consumption, price and demand response information, but may want to place restrictions on information that some other authorized service provider may receive, as may be the case with an on-line diagnostics assessment of a smart appliance) through the gateway (which is not in the meter).

Q3: The question is completely moot, as the smart meter should not be the primary gateway.
