Paul Molitor: There are two kinds of information and issues beyond ownership

I think you have to really split the data into two parts with the meter as the demark:

1.) at the device level, beyond the meter, it has to be the consumer (whether residential, industrial, or commercial). It's really no one else's business how much electricity my toaster, TV, oven or dryer use individually;

2.) the aggregate usage that gets reported from the meter is clearly the utility since it is the basis for the billing information.

The question of "ownership" is not as important as the questions of privacy and usage. How do you make the data anonymous so that privacy is the default; i.e. if nothing else is done, you can't identify the customer within the raw data?

Next are the issues of what it's used for and how long it MUST be retained versus how long it CAN be retained. How do you establish the minimums and maximums for the duration of data retention?
